I have the honor to report an encouraging state in the affairs of the Bureau in this Division - except a continued feeling of ill will exhibited by the whites towards the freedmen - and which seems only intensified by the remarkable progress of the colored people in education. Had the freedmen means adequate, I feel confident in asserting that they would soon prove themselves competent to manage business matters without aid from whites. Coupled with their rapid advancement, we note with pride the modesty of demeanor which they preserve - which gives assurance for future trust and confidence in them.

The temperance societies organized are not in a very active state -but am happy to say the necessity is not urgent, because cases of drunkeness are exceedingly rare.
