In compliance with Circular no 6 dated Hd qrs Asst Comr Va Richmond Va January 29th 1868. I have the honor to report that the same intolerance exists toward the Freedmen in this division as heretofore reported
The loyal white people suffer perhaps more than the Freedmen Every thing is done by the late Rebels to make it unpleasant and disagreeable for loyalists of both classes
This is more particularly so in Prince William county. The Union people feel discouraged in attempting to live in this State and many would be glad to leave if their all was not so invested that they can not do so

They state what I believe to be a fact that the Union man has been justly dealt with by the courts of Prince William since the close of the war

The Freedmen are industrious and [[strikethrough]] are [[/strikethrough]] seem to be working faithfully. I find the presence of a Bureau agent in the county will have its effect for good

I hear very little complaint about their breaking their contracts. The school at Manassas is doing finely and has
