General:-
in compliance with Circular No. 6. from Head Quarters Asst. Commr. State of Va. dated at Richmond Va. January 29th 1866. I have the honor to submit the following report for the month of March, 1868:-

In the matter of the general condition of Freedmen's affairs in the above named Divisions. I am unable to report any marked changes as having occurred since my February Report.

There seems to be a more kindly feeling existing between the races, and a more general disposition on the part of the Freedmen to enter into arrangements for labor for the year. and I think from present indications that the contracts made for the present year are more favorable to the interests of the colored people than they have been hitherto.

The schools are in a flourishing condition and well attended.

Intemperance is increasing among those who reside in or near the villages.
