General:
In compliance with Circular No. 6. Series 1866, I have the honor to report:

That Bureau Affairs progress about as heretofore reported. The feeling and prejudice existing between the races is not growing any less, but on the contrary believed to be growing greater and more hostile. There seems to be a combined effort and pressure now being made upon the colored people in order to effect their politics. From present prospects the coming election contest will be a very earnest one.

The conduct of the Freedmen has been very good. Their condition in this City is not so good as I should like to report, owing to the fact that many are out of employment, none of the Tobacco Factories being now in full operation,
