General:

In compliance with instructions contained in Circular No 6. dated Hd. Qr's Asst Commissioner Bureau Refugees Freedmen and Abandoned Lands Richmond Va January 29th 1866. I have the honor to report that great ill-feeling exists between the whites and blacks of this Division. There seems to be a disposition on the part of the white residents to keep constantly in circulation with the most improbable reports of outrages &c committed by the colored people probably with the design to create more prejudices, if possible, against them. when in fact from observation I am confident that the colored men, as a class, have been orderly, well behaved and temperate in their public acts.

Much excitement has been created among the whites by bar-room discussions &c of the anticipated objectionable (to them) features of the new State Constitution which they have not seen and know nothing about. It is their firm intention to let nothing prevent its defeat. The colored men are warned by them that they must act with their in the elections or suffer the consequence of personal violence at the hands of their secret and mysterious (?) organizations. Their secret organizations are working here - Mr R.A. Christian
