the U.S. Asst Assessor of Int. Rev. of this District has seen by accident the commission or warrant of one of their officers.

Trouble was anticipated here by Mr Busby, my predessessor, [[?]] court day (The 2nd Monday of the present month) but none occurred. 

There is evidence on every hand, and in every transaction that comes under my official notice, that but for existing law, administered as it is, by the Government, the condition of the Freedmen here would be that of a people suffering wrong injustice and oppression.

There is no suffering for food among the Freedmen and they are all employed.
