General:-
I have the honor to report pursuant to Cir No 6 Series 1866 from Hd Qrs Asst Comr Dist of Va that the Condition of Bureau Affairs in this Division for the month of April has been unusually good, except so far as the question of destitution amongst the aged persons and widows with large families is concerned. 2418 Rations have been issued during the month to destitute Freedpeople, being a considerable decrease from the issue of the preceding month. The general return of activity among the trucking Farmers in the vicinity of Norfolk and Portsmouth furnishing remuneration labor to quite a number of women and children who had formerly been thrown upon the Bureau for support during the coming month it is believed the issue can be still further reduced.

The bitterness of feeling between the White and colored population has perceptibly diminished. Both classes it is believed are beginning to realize the fact that their interests are
