temperance meetings have been held both in Richmond and Manchester where much good has been accomplished. This work is one of great importance and must not be allowed to slumber while a single freedman can be induced to give up the poisonous cup. Should the provisions of the Bureau continue to be exercised in this State after the 16th, of July next and the bearing of the whites of Chesterfield County remain unchanged I would respectfully recommend that said County except Manchester be separated from this Division and placed in charge of a faithful Officer or Agent with Headquarters at Chesterfield Court House. This recommendation is made to secure better protection to the freedpeople of said county which this Office cannot well extend in consequence of the over-crowded state of official transactions.
