General:
I have the honor in compliance with Circular No. 6, dated B.R.F. & A.L. Hd Qrs Asst. Comr of Va Jany 29th 1866 to report as follows:

There is no feeling existing between the whites and the Blacks. of an amicable nature. There is no disguising it. The whites are bound to crush the negro into a state of passiveness or have ruin shot broadcast over the whole land. They talk it and mean it if they mean anything. The Negro knowing this is of course watchful and zealous. They naturally stand by the few northern men residing in their midst. They look for truth and honesty in each Northern man
