But there are Northern men here who are well calculated and intend to deceive the negro as any violent ranting secessionist. These men belong to Union Leagues and Republican clubs. They are men of seeming strength until the test comes and that is negro suffrage, when they flat out. Office seeking is the rule of the day, and men sink below the level of almost anything conceivable to get office. The negro seeing this has become alarmed and justly so, because he sees white men rangling and running party spirit so high.

There has been no riots or disorderly proceedings in my Div. during the past month. I believe in the rural districts the colored are all at work and doing very well considering the very hard times that exists throughout the entire country.
