In compliance with Circular No. 6 series of 1866, Head Qrs. Asst. Comr. State of Va. I have the honor to report that during the month of April, the condition of Bureau affairs has been generally satisfactory in my Division. There have been frequent complaints by Freedmen of neglect or injustice on the part of the civil officers, which upon investigation proved to be a neglect by reason of not being applied to, as in every instance when the attention of such officers has been officially called to the case they have been promptly disposed of satisfactorily. Each month's experience, however, accumulates evidence not only of the utility but of the necessity of the bureau both for the protection of the Freedmen and to check and
