control the action of the courts in matters pertaining to Freedmen and persons of Union Sentiments.
The fact cannot be disguised that prejudices against persons of Union Sentiments and northern people have not yet subsided, though there is an improvement in this respect. No cases of extreme suffering has come to my knowledge. Schools as my report will show have been well attended.
