General:

In compliance with instructions contained in Circular No. 6. series 1866, Hd. Qrs. Asst. Comr. Bu RF & A.L. State of Va. I have the honor to submit the following report of the condition of Bureau Affairs in this Division during the month of April 1868.

Many complaints have been made by Freedmen of the non-receipt of the wages due them for last year's work, and two complaints of Assault & battery. All of which was referred to the civil authorities. In one case the man committing the assault was "bound over" for his appearance before the grand jury; in the other case the magistrate was compelled by Lt. Rutherford Mil. Comr. to issue a similar warrant, but the Constable to whom it was addressed has as yet taken no action, though over two weeks have elapsed. 

I would respectfully report in this connection that there is a general disposition on the part of the civil authorities to avoid taking any action whatever
