in cases concerning Freedmen, either civil or criminal, the result, no doubt, of the strong pressure brought to bear on the civil officers by the "conservatives".

The state of feeling between the Whites and Freedmen is very unfortunate, and intensifies at the near approach of the election.

There is a determination on the part of the Whites to intimidate the Freedmen at the coming election, into either voting for them or not voting at all, by threatening them with dismissal, non-payment, assault &c &c accompanied by statements that no civil magistrate will or dare help them, and that the military are impotent and will not act.

The Freedmen at this time are working well, putting in the crops; and all who are so disposed can obtain employment.

Very respectfully
Your obt servant
