population is very large, are cared for by the civil authorities of the County: I have neither seen or heard of any vagrants. 

I am sorry to be able to report no improvement among the freedmen in the matter of intemperance, a vice prevailing with them to a considerable Extent. 

The freedmen's School at Wellville is in active operation and, as will be seen by the report, in a very flourishing condition; the School of Burkeville still remains closed, the teacher not having returned, tho' it was expected that it would have been re-opened during the month.
