L Richmond Va General I have the honor to make the following report for the month of April 1868 in compliance with circular No 6 dated Hd Qrs Asst Com'r Bureau R. F. and A.L. State of Virginia Richmond Va January 29th 1866 There seems to be a strong antipathy on the part of the whites toward the blacks. the whites are disposed to treat the blacks very [[?]] and in consequence there exists a hostile feeling between the two races. I think that were it not for the protection afforded them by the Bureau the Freedmen would receive little or no justice from the whites. Having so recently been appointed to this Division I cannott make as an extended report as I would wish I am General. over
