General;

Concerning the condition of Bureau Affairs in this Division for the month now closing, I have very little to report differing from or in addition to reports previously made.  The freedmen are busily engaged putting in crops, and are generally quiet and orderly.  I have frequent calls for advice and assistance, in regard to matters in which they are pecuniarily interested or in their domestic relations, and some settlements have been effected without recourse to the Courts, where, as at present constituted the freedmen seldom get justice.

The abolition of the present County court system by the new Constitution I regard as an important step toward securing justice in the administration of the laws, whenever its substitute shall be in successful operation - though where all the lawyers are to be found for judges and Commonwealth Attornies is
