In compliance with circular No. 6 dated Hd. Qrs. Asst Comr Richmond Va. January 30th 1866, I have the honor to forward the following report. (thro' Hd Qrs S.A. Comr 4th Sub Dist. Va. The condition of affairs in this Div of the sub-district is about the same as reported last month everything is going on as well as can be expected.

The feeling existing at present between whites and colored are not of the most friendly character. The whites are threatening the Freedmen in a great many ways, should they vote the Republican ticket at the coming Elections
