I have the honor to report a satisfactory condition of Bureau affairs in this division for the month ending this date. Everything seems to be working harmoniously between the two races & although there is considerable complaint made by the whites against the freedmen because of the unwillingness of the latter to work & oftentimes rightly yet I think that on the whole the freedmen may be relied upon as a laborer, when he is promptly & fairly paid for his services. The freedmen are thrown entirely upon their own resources. There being very little disposition on the part of the whites to lend the former a helping hand. Owing no doubt in a real measure to the  impoverished state of the country there seems to be no disposition with the whites to promote the cause of education among the freedmen, whilst the latter are extremely anxious to become enlightened.
