shall be taken from them. & I know of two colored men in Charles City County who have already made known their intention of becoming candidates for prominent offices. The freedmen are more numerous in Charles City than in New Kent County & in the former county there is quite a large settlement of colored persons who were free before the war & among these there are many who in point of intelligence & education will compare favorably with many of the whites of that county. The freedmen are very well behaved in New Kent, there has not been a single freedman on trial at the courts since I assumed controll in December last. In Charles City there have been a number of cases of petit larcey & misdemeanor though nothing of a serious nature before the courts. On the whole Bureau affairs may be regarded as progressing very satisfactorily in this division
