General -

Pursuant to instructions contained in Circular No. 6 - Head Quarters Bureau Ref., F and A Lands, State of Virginia, Series 1866 I have the honor to report that the state of feeling existing between the White People and Freedmen to be decidedly worse then heretofore.

There has been scarcely any political excitment thus far among the people, but anticipate some trouble during the intervening time between now, and the Election upon the Constitution.

I again regret that I have to report the detection and arrest of several of the Colored People for Pettit Larceny, during the past month, and can only account for it, from the great scarcity of provisions at the present time.  All the corn nearly has given out, and the Inhabitants send a distance of forty
