General I have the honor in compliance with Circular No 6 Series of 1866 Head Quarters Assistant Commissioner Bureau of R F and A Lands District of Va to report that I have not been stationed here in charge of this division long enough to inform you with accuracy of the state of feeling existing between the whites and blacks.

In this county (Bedford) there seems to be a bitter hatred existing between the native white Virginians and the blacks. In Botetourt county there is a strong white Union element that exhibits a feeling of loyal friendship toward the blacks. 

So far I have not seen any negroes under the influence of intoxicating liquors and am of the opinion that very little of the "ardent" is used by them.

No information has been received of [[?]] offered to teachers of freedmens schools
