Bureau, Refugees, Freedmen. A. Lands. Head Quarters 2". Div 8' Sub. Dist. of Va. Arlington Va April 30 1868 Capt Will A. Coutter U.S. Army A A A Genl B. R. F. & A. L. Richmond Va Captain I have the honor to submit the following report of Bureau affairs in general in the 2' Div. of the 8th Sub. Dist. of Virginia. Consisting of the counties of Washington. Russell Buchanan. Scott Lee & Wise for the current month There are no new features in the condition of the Freedmen of any Division to report the relations between them & their white employers are of an amiable character. Those who desire employment are obtaining it upon terms eventually satisfactory the Freedmen are as a class industrious & peaceable. Two colored men were arrested day before yesterday & are now in jail charged with assisting in producing an abortion upon a white woman. I can not learn that there is any proof against them except the fact that the woman was found in their room & the child was found under the same. The woman exculpates them from all connections with the crime I shall watch the case & do what I can to secure justice to them
