I have the honor to submit the following report of Bureau affairs in the 8th Sub. Dist. State of Virginia for the month ending April 30th 1868.
In the condition of the Freedmen there is but little change from that at last report. They are generally employed and obtaining a good living with but little call for assistance from either the Bureau or overseers of the poor. But few are laboring on written contracts The employer not being willing to bind himself to employ longer than he may deem it for his interest and the Freedmen not being willing to bind himself longer than he may like his employer.
