in the improvement of the Freedpeople. The several Counties have been visited during the month under instructions in Cir No 1 and the interests of the Freedpeople faithfully looked after. The majority of the Whites manifest more bitterness and hatred towards the Bureau, its Agents and Teachers than ever before. Seldom can one of that class be induced to listen to the instruction given the Freedmen but without hearing or seeing he will denounce the object and the means as a positive curse to the race and community. The Agents are more proscribed than the Blacks solely because they labor for, and advocate the improvement of the race. Their efforts in aid of Schools and for moral and religious instruction are condensed unheard as for selfish political purposes which render them unworthy that respect which is freely given the lowest and vilest in the community.
