1150 Bureau of R.F. & A.L. Hd. Quarters, Asst. Sub Asst. Commissioner, 3rd & 4th Divisions, 8th Sub Dist. Virginia, Christiansburg, Montgomery County, Va., April 30th 1868, Bvt Capt. Will A Coulter USA AAA General. Captain: I have the honor to make the following report of Bureau Affairs in the counties of Montgomery, Pulaski, Giles, Roanoke, Craig and Floyd, (3rd & 4th Divisions, 8th Sub Dist. Va.) for the month ending April 30th 1868. There has been considerable excitement among the Freedmen owing to the organization of Ku Klux Klan, and the posting up of hand-bills giving notice of their meetings &c. Some have been intimidated and afraid to attend their religious meetings and other gatherings, but most of them consider it only a scare, and act accordingly. It is anticipated however that at the coming election it will hinder many of them from exercising their right of suffrage.
