I have the honor to report the affairs of the Bureau in a very unpromising condition, more so than at any time during the past two years, complaints are continually being made of employers refusing to pay for labor, in one instance, the employer after hiring for one year at ten dollars per month, at the end of the year, brought against the colored laborer a charge for board, at two dollars per week, making the man in debt, and virtually requiring him to work for nothing

During my absence, in the second county of this Division, two men assaulted, and brutally beat a colored man, at the same time robbing him of what money he had on his person
