In compliance with Cir 6. Series 1866 from Hd. Qrs,Asst Comr State of Virginia. I have the honor to make the following report on the condition of Bureau affairs in the 1st Div. 11th Sub. Dist. Va. Owing to my recent appointment I cannot make a report as accurate as I would wish. I have been through the two counties comprising my Div. (Prince Edward and Charlotte), and I find the feeling existing between the white and colored people very unfriendly. There is plenty of land and labor and plenty colored people to perform all the work if they only get a fair chance and that is something they say they cannot get. They complain that when they do make contracts they are sure to be brought in debt to their employer or the contract is Such that they are entirely at his mercy. As a general thing the white people say they cannot get the colored to fulfill the requirements of contracts made with them and judging from some I have seen I think they could not as they were all one sided and it would be almost impossible to come up to the mark required by the employer.
