General,

I have the honor to report the conduction of the Freedmen 4th Div. 11th Sub. Dist. gradually improving, they have started two private schools, this month numbering about thirty pupils. 

They are basically at work, and fully appreciate the importance of making good crops. As the many could accomplish more, as the ahead times collecting counts, that could be better employed otherwise.

White men pay the "nigger" won't work, but when I ask for particulars I can get none, and so there are none to be seen wandering or loafing, with the exceptions above named. I think them as industrious as any class of laborers in the United States.

There is less drunkenness and crime that is found out, than among the same number of poor people that I am acquainted with, altho their ideas of charity are not very halted.
