Endorsement on Communication from Robt Leachman U.S. Dist Atty. Meridian, Miss, who states that indigent freedmen and Refugees often need legal advice to insure them the full enjoyment of personal liberty &c, &c, and offers his services at 75 pr month.

Respectfully forwarded to Maj Genl O.O. Howard Commissioner Bu. R.F and A.L. Washington, D.C. (Thro' Office Asst Commr State of Miss) recommending a favorable consideration Judge Leachman's appointment statement relative to his having given much of his time to the Freedmen, are to my own knowledge, correct. While I was stationed at Meridian, Miss, I often had occasion to apply to him for advice which was freely given.
The appointment of Judge Leachman would be of inestimable value to the Class referred to, and productive of much good
