Respectfully forwarded, I have information Dr McFarland that I have no knowledge of any appropriation for which he could be paid for the services rendered. I am of the opinion that in the cases mentioned in the accounts of Dr. McFarland that Medical attendance was urgently required, and the person trusted have no means to pay for the services of a physician, If there is any way by which the Doctor can receive compensation, either in whole or in part, I would recommend that he be paid. I am informed that Lieut. Moore, formerly Sub Asst Com'r for this Sub-Dist. promised Dr. McFarland that he would state, to these accounts, I forward them for that reason.
