Respectfully returned to Bvt. Maj. Gen A. C. Gillem Asst Comr, with the information that Dr McFarland is not authorized by me to perform any of the services herein mentioned, I am cognizant of the fact, however, that they were many destitute sick people both white and black applied to me for assistance, and who were too poor to employ a physician, and would have undoubtedly perished had it not been for timely and humane assistance of Dr McFarland 
During the month of August, I called on the Asst. Comr. at Vicksburg, and submitted a communication from Dr McFarland for assistance, and was directed by the General on my return, to ascertain if the Dr. could take the required oath, with a view of having him appointed contract surgeon, I ascertained that the Dr. was a staunch, loyal man, and his papers were forwarded accordingly. I would, respectfully recommend that the within account be favorably considered.

Respectfully referred to Bvt. Maj Thomas H. Norton Sub Asst Comr Sub Dist Meridian for remarks as to the ability of this applicant to provide comfortable and permanent home for such a child as he requested also for information whether Dr Kennedy has any particular child in view.
