Notes that indigent Freedmen and Refugees often need advice to insure them the full enjoyment of personal liberty &c. From their inability to employ counsel have been in many Cases deprived of the rights before the different State Tribunals: that the preliminary Courts often bind them over when they ought not to be, and fail to bind those who injure them  Has given much of his time and labor to these people in this matter bunt is unable to Continue without some Compensation, and offers his services as legal adviser for $75 per month, for the balance of the year |
