In compliance with Circular No. 6 series of 1866, from Head Quarters Asst. Comr. I have the honor to report the condition of Bureau Affairs in 1st Division 9th Sub District for the month of April 1868.

With the Spring the general condition of the Freedpeople improves. The abundance of labor gives constant employment to all who are able to work. No cases of suffering are reported, and a general prosperity seems to have come with the pleasant weather.

Political excitement for the time being is forgotten by employers and employees, and (but for the occasional notices of the "Ku Klux Klan"
