In accordance with the requirements of Circular No VI. from Head Quarters Asst Comr B of R.F. and A.L. Richmond Va Jany 29th 1866 I have the honor to report the following showing the condition of the "Freedmens" affairs" in the above named Division at this date.

By reason of the fact that I have been here but a short time, and consequently not sufficiently acquainted with Freedmens affairs here to enable me to make a satisfactory report, this must necessarily be brief and confined to those facts only which have come under my personal

I am unsure that the instances of "Asst"in the transcription are correct. In the first section addressing the recipient, there is a clear "A" as the first letter and a clear "t" as the last letter, but the middle character(s) do not resemble a two "s's" This word is repeated again in paragraph one but this instance appears to show even clearer that the center characters are not two "s's". ---------- Reopened for Editing 2024-03-24 17:28:45 ---------- Reopened for Editing 2024-03-24 18:01:46 This mystery word seems to be "Apt" to me. Perhaps a second set of eyes could make sense of it? The sweeping motion of the head of the middle letter makes it unlikely to be a h. It is Asst. for Assistant. It is used extensively in the Freedmen's Bureau records. The letter that looks like a "p" is called a "long s", an old way of denoting "ss".
