Bureau R.F.&A. Lands
4th Div. 1st Sub. Dist. Va
Jerusalem, May 26th 1868

Bvt. Brig. Genl. O. Brown,
& Asst. Comr:

General.

I have the honor (in accordance with Cir. No 6, Series 1866) to report that the condition of "Bureau Affairs" is encouraging, though not as satisfactory as I would like. The work is pushed on amid the unjust and deep rooted prejudices of the whites -- which prejudices sometimes assume the form of violence. The freedmen bear with patience this persecution, and hope that erelong the law will be administered by loyal hearts and hands. I think the freedmen are becoming more self reliant - more self sustaining. Many are becoming more careful of their earnings, and are gradually laying up for the future. They are all generally employed, male and female; and I think getting fair wages. Many are working on shared with the planters, and the prospect for an abundant yield is favorable. They take much interest in their schools, and are especially anxious to have their children educated. Sabbath schools are being started in various parts of the county, and promise much success.
