In compliance with the provisions of Circular No 6. Bu RF,AL. Hd qrs A.C. Richmond. Va. July 27th 1866, I have the honor to submit the following report with reference to the condition of Bureau affairs in this Sub Dist during the current month.

I think there is an increasing disposition upon the part of the freedmen to distrust their own color for office, and to support the few loyal and intelligent white men, who support the reconstruction measure of the government. The result will be a more friendly feeling to colored suffrage.
