In compliance with the provisions of Circular No 6, Dated Bureau R.F. and A.L. Head Quarters Asst. Com'r. State of Va, Richmond, Va, January 30th, 1866. I have the honor to submit herewith the following report.

There has been no material change in the general condition of the freedpeople of this Division, since my report for April.

The Bureau is issuing rations to a greater number than was forshadowed, for which there is ample necessity; employment is so difficult to obtain that none but the able-bodied are able to obtain it, leaving the old people and mothers with several children a charge upon the Government.

At this time the colored people labor under difficulties that fully test their worth as citizens; on every hand they confront some new obstacle thrown in the way of their advance toward
