General,
In obedience to Circular No 6 Series of 1866 Hd Qrs Asst Comr State of Va. I have the honor to report that all Bureau affairs are continuing with no great interruption or trouble.

Complaints, however, by the Freedmen of one character or another are lodged almost daily in this office; many of which are disposed of by the Asst Sub Asst Comr; others referred to the civil authorities. Strenuous efforts are now being made by the whites to prejudice the Freedmen against the Bureau and everything pertaining thereto. Some for political effect, without, however, any success, but to the contrary it serves to awaken the Freedmen to a sense of the evil
