In compliance with circular No 6. Bureau of Refugees Freedmen & Abd Lands Head Quarters Asst Commr State of Virginia Richmond Va dated January 29th 1866. I have the honor to report that the feeling existing between the Whites and Blacks is not good. They have no confidence in each other. The whites do not want the Freedmen to exersise their political rights by voting but the Freedmen pay no attention to what they say which makes the whites think that they are very much aggrieved. 

There is but little intemperance among the Freedmen in my Division.
