Commissioner State of Virginia General: In compliance with the Circular No. 6 Series 1866 I have the honor to report: That Bureau affairs progress about as heretofore reported. The feeling between the races is somewhat bittered by the political contest now going on. I hear that the freedmen have been offered work on their application provided they would vote the conservative ticket. I hear of none who have accepted such offer who would not otherwise have voted the Same The conduct of the freedmen has been good indeed, Their condition is improving and would improve very rapidly
