General:--
I have the honor to report pursuant to Cir No 6 dated Head Qrs Asst Comr Dist of Va, (Series of 1866) that the General Condition of Bureau Affairs in this Division of the 1st Sub Dist of Va is improving. The weather of the present month has been more favorable to farming operations and to the growth of the crops, which are now looking well and promise to be an average crop, should the weather continue favorable. It has been found necessary however to make application for Rations for several old and feeble Freedpeople who have no one to assist them and are unable to do much for themselves. The Sanitary condition of the Division is good. The School started last month is languishing for the want of Books which the colored people are unable to supply. The Tenants on the Wise Farm
