weight. The blacks as a general thing appear to be willing to comply with their contracts to the letter while the whites are disposed to take every possible advantage of them.

The whites are so opposed in my counties to the education of the blacks that they frequently insult and even threaten with violence any person who attempts to teach them especially if they be white teachers

On the whole there is an extreme bitter feeling on the part of the whites toward the blacks in my counties and were it not for the protection afforded them by the Bureau I think the blacks would fare very badly
