I have the honor to report that the condition of freedmen in the counties of Elyzabeth City and [[erased]] Warwick does not call for any special report. It is almost impossible to perceive any change, though I think a slow gravitation toward settled lives, regular labor and better habits can be detected.

I shall undertake to urge the cause of temperance which now is making little progress.
