Bureau R. F. and Lands
Head Qurs. 6th Division 5th Sub. Dist. Va.
Matthews Ct. Va May 31st, 1868

S.C. Armstrong
Sub Asst. Com. 5th Sub. Dist. Va.

Sir
In compliance with Cir. No. 6. Series 66. I have the honor to submit the following report on the Condition of Bureau Affairs in this division for the month ending May 31st, 1868.

Since my last regular report nothing worthy of particular mention has transpired. The freed people are industriously engaged in attending to the cultivation of the crops and pay but little, if any attention to those matters in which the "conservative" portion of the community are so deeply concerned. This indifference to the political interests of their employers gives assurance of fidelity to those with whom they have heretofore cooperated and of a legal adherence to measures enacted and in operation for their advancement. And however subtle the speech or plausible the manner of "Virginias most gifted sons" they cannot be seduced from their allegiance, and when called upon to give expression to their views, it will be in a manner so direct and conclusive, as to cause the great legal heart of the nation to throb with intense gratification.

Very Respectfully
Your Obt. Servt,
Thomas [[J.or L.?]] Rice
