I have the honor in compliance with Circular No 6 Series of 1866 Hd Quarters Assistant Commissioner Bureau of R.F and A Lands State of Va to report that the feeling existing between the conservative whites and the blacks is very bitter and I think it is growing worse since the Constitutional Convention adjourned and the whites find out that the blacks will exercise their right of franchise in opposition to them i.e. in voting for the constitution and for representatives that are in favor of colored suffrage.

Reports and actions of the doings of the Ku Klux Klan are dying out since the originations of it have ascertained that the freedmen and loyal whites cannot be duped by such a shallow political dodge.

I have been kept quite buissy during the month settling up unfinished business between freedmen and their Employers that my predecessor had neglected to do. The Military Commissioner in charge of this County (Bedford) Brvt. Col F.M. Conley U.S.A.
