influence upon the Blacks is very pernicious. This evil is so prevalent that its influence effects the execution of the law and renders efforts for its prevention abortive.

It is only by a more general difusion of knowledge which will bring out and place in office good and honest men of pure morality that this evil can be corrected.

At this season of the year but few destitute persons are found. The overseers of the poor in each county make the same provision for the destitute Blacks as the Whites. Some trouble is experience in cases when a large family of children are dependent upon one parent or upon parents who are unable to provide for their wants and are unwilling to consent to the   children being apprenticed to good homes. The consequence is much destitution idleness and vice in some families of this class.
