Captain, I have the honor to make the following report of Bureau affairs, in the 3rd & 4th Divisions, 8th Sub Dist. Va. (comprising the counties of Montgomery, Pulaski, Giles, Roanoke, Craig and Floyd) for the month ending May 31st 1868. The freedmen generally are busily engaged in an honest effort to improve their condition, and on every hand there is encouragement to believe, that in very many cases, they will prove successful in accomplishing their purposes. Quite a number recently have purchased little homes of their own, and although not of much value, yet it gives them a spirit of independence, and acts as a stimulant to do better; and also has a tendency to influence others to save a portion of their earnings for like purposes. With their employers, I think they are on better terms,
