Are being properly cared for, and the obligation of their Indentures, fully carried into effect. The cases which give us the most trouble, are those growing out of the marriage relation, and I presume it will take a long time, before the masses of the Freed-people will clearly understand the binding obligations of their marriage contracts- still there is a decided improvement among them, and a marked change among both those who are married and those who are not.

The several counties have been visited in pursuance to instructions, and the cases of Freedmen attended to. Quite a number of difficulties have been satisfactorily settled, and very many claims properly adjusted, without recourse to the civil magistrates.
