General
In compliance with circular No. 6 from head quarters Asst Comm Va. dated Richmond Va. January 29th 1866. I have the honor to report that the freedmen of this division are acting admirably and are willing to enter into contract where they are to receive just compensation for their labor. There is but very little intemperance on their part. I am not aware of the existence of any temperance society in this division. - Occasionally on court days there is a little intemperance among them, but very few and far between.
I have the honor to be
very respectfully
